THE PROBLEMS OF POLICY IMPLEMENTATION IN PAKISTAN: A STUDY OF PUBLIC INSTITUTIONS

Abstract

This article examines the problems of policy implementation in Pakistan, a country where many good policies are made but often fail to achieve their real goals. This study focuses on issues that directly affect the common people and highlights how weak implementation creates a gap between policy design and actual practice. Examples are given to show how even well-planned programs could not bring results because of poor execution. The key questions that this paper aims to answer are: What are the main challenges to policy implementation in Pakistan? How do public institutions influence the implementation process? And what reforms are needed to policy outcomes in Pakistan? The findings show several barriers such as weak administrative capacity, lack of proper planning, political interference, poor coordination among government departments, corruption, limited participation of citizens, shortage of financial resources, and weak monitoring systems. These factors slow down progress and reduce public trust in institutions. The article concludes by giving some implications that could be considered for better results and help improve outcomes in Pakistan.
