Abstract

This study examines the effectiveness and challenges of digital policy initiatives in Khyber Pakhtunkhwa (KP), focusing on digital literacy and accessibility. Using qualitative methods, including five semi-structured interviews and two focus group discussions (FGDs) along with document analysis, the research engaged a range of stakeholders such as government officials, industry representatives, technology experts, educators, and IT professionals. The findings reveal significant progress in digital literacy but highlight persistent challenges such as infrastructure limitations, resistance to change, and policy implementation gaps. The lack of strategic planning and stakeholder engagement further hinders progress. The study concludes that addressing these challenges through comprehensive planning, infrastructure investment, and curriculum alignment is essential for achieving successful digital transformation in KP.
