Abstract

This study examines the bilateral relationship between Taliban-led Afghanistan and Iran since 2021. Amid global and regional shifts, particularly Iran’s security concerns and Afghanistan’s international isolation, both nations have adopted a pragmatic and cooperative approach to foster a peaceful, mutually beneficial neighborhood. Understanding this bilateral engagement in full is essential. The research focuses on key areas of interaction: cross-border movements and security, water distribution, trade, and the Taliban’s pursuit of international recognition. Diplomatic engagement between Tehran and Kabul is also analyzed to offer a comprehensive view of their evolving relationship. The study is grounded in both secondary and primary sources. Secondary sources include academic research, expert analyses, news coverage, and policy reviews. Primary sources consist of official documents, press releases, and diplomatic correspondence. Special attention is given to public statements, speeches, and interviews by government officials from both countries, which provide insight into their shifting priorities and strategic goals. The analysis adopts a constructivist realist framework to interpret the dynamics at play. It finds that while Iran and Afghanistan have made notable efforts to cooperate in the mentioned areas, several persistent challenges remain. These include ideological differences, ongoing disputes over water sharing, and Iran’s management of Afghan refugees within its borders. These unresolved issues could potentially hinder future cooperation and destabilize bilateral relations.
