SUSTAINABLE UTILIZATION OF COASTAL RESOURCES IN GWADAR AND MAKRAN: A SOCIO-ECONOMIC AND BLUE ECONOMY PERSPECTIVE

The coastal regions of Gwadar and Makran represent vital socio-economic zones of Balochistan, offering significant opportunities for livelihoods, trade, and regional integration. Rich in marine resources and strategically positioned along key maritime routes, these areas are central to Pakistan’s emerging Blue Economy vision. However, the unsustainable exploitation of coastal and marine resources, limited community engagement, and weak institutional capacity have created socio-economic disparities and environmental stress. This study explores how sustainable utilization of coastal resources through a Blue Economy framework can enhance socio-economic development in Gwadar and Makran. The research addresses the problem of uneven development, where economic activities such as port expansion, fisheries, and tourism have not translated into equitable social and economic benefits for local communities. Using a mixed-methods approach—combining quantitative data on employment, income, and resource utilization with qualitative insights from local stakeholders—the study assesses the socio-economic impacts of current coastal practices. Findings reveal that while infrastructure and investment initiatives are reshaping the local economy, the benefits remain concentrated, leaving traditional fishing and coastal communities economically marginalized. The study emphasizes the need for inclusive policies that integrate environmental sustainability with local development priorities. Sustainable fisheries management, community-based resource governance, and capacity-building initiatives can collectively promote equitable growth and long-term socio-economic stability. In conclusion, adopting a Blue Economy perspective that aligns ecological preservation with human development can transform the coastal economy of Gwadar and Makran into a model of sustainable and inclusive progress.
