Abstract

Pakistan's constitutional history is usually divided between periods of direct military rule and periods of civilian government, with the latter treated as democracy's recurring, if fragile, restoration. This article examines the three principal episodes of civilian rule that fall outside direct martial law, the founding decade of 1947 to 1958, the Bhutto interregnum of 1971 to 1977, and the post-Musharraf order inaugurated in 2008, and argues that in each of them the language of democratic self-governance concealed a deeper structure of enclosure. Drawing on Michel Foucault's History of Madness and on the Derridean account of aporia, the article reads these three episodes through three figures that Foucault and his readers supply, the ship of fools, the aporia, and the asylum. In the founding decade, civilian democracy resembled the Stultifera Navis, adrift and directionless, its passengers expelled from the ordinary order of governance while appearing to remain within it. Under Zulfikar Ali Bhutto, democratic form reached a condition of aporia, in which constitutional and authoritarian impulses coexisted without resolution. After 2008, civilian government took the shape of Foucault's reformed asylum, in which the removal of visible coercion masked a more intimate and pervasive discipline exercised by judicial, security, and bureaucratic guardians. The article concludes that these figures are not decorative but analytically productive, since each names a distinct mechanism through which civilian rule in Pakistan has been contained rather than consolidated.
