Abstract

The socioeconomic, structural, and cultural factors influencing the uptake and active use of Financial Technology (FinTech) platforms in Sindh, Pakistan's rural areas are examined in this study. This study evaluates the structural gap between the availability of digital financial services and significant economic integration by synthesizing empirical data from recent institutional reports and peer-reviewed literature using an interpretive, secondary qualitative methodology. The results show a severe "paradox of access": active FinTech engagement is still limited to about 22% despite widespread regional 4G infrastructure development. Low levels of digital financial literacy, a deep-seated lack of institutional trust, and an urban-centric mobile wallet architecture that is unable to adapt to the seasonal, harvest-dependent cash flow patterns of smallholder agrarian economies are the main causes of this stalemate. Systemic gender inequities are further highlighted by intersectional analysis, which shows that deeply ingrained patriarchal household systems significantly restrict autonomous mobile device ownership and result in "double exclusion" for rural women. The study concludes that in order to meet the State Bank of Pakistan's (SBP) strategic goal of 70% digital financial inclusion by 2030, localized, gender-sensitive financial literacy programs and harvest-aligned digital credit models must take precedence over macro-level network expansion.
